Federal Government outlines housing roadmap aiming for mass home ownership via public‑private partnerships

The Federal Ministry of Housing and Urban Development announced that it will present a strategic housing roadmap before the end of May. The roadmap is intended to broaden home ownership and accelerate housing delivery through Public‑Private Partnerships (PPPs) nationwide.

Minister of Housing and Urban Development Muttaqha Darma made the statement on Tuesday at the second edition of the Renewed Hope Housing Public‑Private Partnership Summit in Abuja.

Darma said the summit’s outcomes will be incorporated into the ministry’s strategic plan, which aims to transform housing delivery and stimulate economic growth.

He explained that the framework, developed after consultations with ministries and agencies under the housing portfolio, will guide the implementation of housing policies and projects in partnership with the private sector and other stakeholders.

“Whatever plan we come up with, we will pursue diligently to ensure that it delivers meaningful results for Nigerians,” he said.

The minister indicated that the ongoing housing projects in Ibeju‑Lekki (Lagos State), Lambu (Kano State) and Karsana (Abuja) will be commissioned by President Bola Ahmed Tinubu upon completion.

He added that the ministry intends to expand housing delivery across the country using sustainable frameworks anchored on robust PPP models, innovative financing mechanisms and inclusive participation.

“This would ensure that thousands of Nigerians would soon become homeowners, with roofs over their heads as these housing projects continue to expand nationwide,” he stated.

Darma noted that the projects have generated employment by involving artisans, engineers, contractors, suppliers and other construction professionals, while also boosting economic activity in the host communities.

He further disclosed that, in collaboration with the Renewed Hope Infrastructure Development Fund, the ministry is delivering 1,550 housing units for military personnel to improve the welfare and living conditions of members of the Armed Forces.

While acknowledging the progress made, the minister emphasized the need to complete all ongoing projects within reasonable timelines and to the highest standards.

“We remain fully committed to the timely completion and commissioning of all ongoing Renewed Hope Housing Projects across the country,” he assured.

Darma called on financial institutions to create flexible and accessible housing‑finance products that reflect Nigerians’ realities, and urged state governments to provide land and enabling environments that facilitate efficient housing development.

The ministry will commence nationwide assessments next week to verify the existence and availability of the houses, ensuring that the projects are more than just paperwork.

If confirmed, the housing units would accommodate more than 60,000 Nigerians who are currently without homes.

“I’ve been made to understand that more than 15,000 units of houses are now available to Nigerians. Now, in the next three months, if what I’ve been told is true, I assure Nigerians that 15,000 houses or more than 15,000 houses will be available for occupation by Nigerian families,” the official said.

He explained that the estimate is based on an average family size of four persons.

“And that means over 60,000 unhoused members of families, unhoused individuals, taking an average of four people per family, father, mother, and two children, will be housed in the next three months,” he added.

Darma also revealed plans to physically inspect the housing projects at various locations to confirm their readiness for occupation.

“We will move by next week, and we’ll begin to assess the availability of these 15,000 houses. I’ll move from place to place and make sure that these 15,000 houses are there and not just on paper and then Nigerians being told that these houses are available, while most likely they are not. We are going to be practical as much as we can,” he said.

Earlier, the Permanent Secretary of the ministry, Shuaib Belgore, praised the minister for supporting the summit and ensuring its continuity despite the recent leadership transition.

Belgore said the summit’s theme, “From Policy to Projects,” would concentrate on execution challenges, including structuring bankable projects, mobilising finance, securing land access and building partnerships capable of delivering housing units at scale.
